Nuclear Security Summits are a United States-led initiative and are not under the aegis of the United Nations. The International Panel on Fissile Materials (IPFM) was founded in January 2006 and is an independent group of arms-control and nonproliferation experts (and not an organ of the International Atomic Energy Agency) from both nuclear weapon and non-nuclear weapon states, with members from seventeen countries.
