Sea Cow (Dugong/Manatee) is a large aquatic mammal. Sea horse is a vertebrate fish (genus Hippocampus). Sea Lion is warm-blooded, gives birth to live young, has hair, and the female produces milk — all characteristics of mammals. So Sea cow and Sea lion are mammals, but Sea horse is a fish.
