PESA Act objectives include: self-governance, recognizing traditional rights, and freeing tribal people from exploitation. Creating autonomous regions is NOT an objective of PESA — the North-Eastern tribal areas with their own Autonomous Councils are not even covered under PESA (they fall under the Sixth Schedule).
